Hmmm… either Noni’s just saying that to piss her off, or else this remote supernatural prison island somehow falls under the jurisdiction of the mundane United States government (I mean, where else is the drinking age so absurdly high?), which stretches my credulity a little.
Actually quite a few places (at least according to Wikipedia). Including, but not limited to Indonesia, Khazakstan, and parts of India.
Considering how much damage she did last time she got lit up, “not until you’ve grown up a few years (and are FAR away from here)” sounds like simple smarts on Noni’s part.

If the island falls under US federal law, and Pepper is at least 18 (which she may very well be, if she was going into college before she was apprehended), then Pepper is legally allowed to drink. (Federal drinking age: 18). If the island is on state land, then she’s hosed.
Pepper: “Hi, my name is Pepper and I have a drinking problem.”

Pepper: “I haven’t had a drink since I came to this island.”
Noni: “And?”
Pepper: “Well…that’s my problem.”
