omg she -does- look like Carmen Sandiego :O
I had to Google Carmen Sandiego to see what she looks like. (Yeah, it’s been that long.) Right off, she reminded me of Alucard from Hellsing. I’m curious, what makes her look like Carmen? Only thing I can think of is the hat.
