This odd fellow hasn’t been seen since Chapter 2, Page 5 when he zoomed in, driving a Bugatti Type 55 Roadster. (I updated his look a little, as well.) A behind-the-scenes tidbit: I have a 1/24 model of that car I used as a reference. And if you blinked and missed it, the broken glasses on this page were in this chapter on Page 41.
